FAQ's: What is DuCAP?
DuPage County Area Project, or DuCAP for short, is a private,
chartered, Illinois Not-For-Profit Corporation. It is a not a county
agency; it is a non-sectarian, non-political organization of
public-spirited volunteers who give of their time and resources to assist
community groups in various parts of DuPage County to develop and to
sponsor efforts aimed at preventing juvenile delinquency, keeping the
community strong and the community's youth our of trouble.
How do I Get my Community to be Affiliated with
DuCAP? If you are a resident of one our various community
centers within DuPage County, DuCAP offers a wide arrange of programs
ranging from athletics, community watch, recreational and educational
field trips, tutorial service and other educational assistance. A
community organization formally accepted by DuCAP to become part of its
organizational structure must follow the following guidelines. Acceptance
is based on commitment to adhere to DuCAP program model expressed through
the following operational standards:
- Have written bylaws outlining governance principle of
leadership.
- Governance structure is based on democratic
principles of leadership.
- Organization operation comports with democratic
principles of leadership.
- Has a membership base comprised at least 51%
community residents.
- Nonsectarian in all respects (e.g. membership,
participation not based on race, religion, ethnicity, etc.).
- Maintains "good standing" status as a charitable
organization.
- Federal tax-exempt status is a goal.
- Complies with all local, state, and federal laws.
- Adheres to all DuCAP's policies and governing
affiliates.
- Complies with all contracts and agreements with
respect to specific programs.
- Meets program/service targets as well as resource
obligations of contract/agreement.
What is a DuCAP
Program?
A
program is an organized activity or set of activities, designed to provide
constructive outlets for addressing social, economic and other needs that
have a direct or indirect influence on the quality of life of
participants. Under the DuCAP model, programs are a means toward the end
of getting those affected to take steps that will remedy their problems by
getting to their root causes. Within the context of "community", members'
involvement in the process is key. A further aspect is the utilization of
community resources as a definite strategy, as well as the development of
community organizations to orchestrate this process. DuCAP programs
include the Community Youth Service Program (CYS) and Teen REACH . What are Community Committees? Community
Committees are autonomous grassroots organizations of local residents in a
designated geographic area. Community Committees work by seeking ways to
strengthen the community by providing educational, recreational, and civic
activities that will favorably influence the individual well-being and
general welfare of people living in the community.
What age groups are served by DuCAP? DuCAP
works with all ages from the youth to senior citizens but with the primary
emphasis of youth ranging from ages 7-18 and their immediate
families.
Where does DuCAP receive its
funding from?
DuCAP receives its funding through various state and private
grants. Our primary funding comes from the Illinois Department of Human
Services (IDHS). Also DuCAP receives funding through donations,
fundraisers, and other charitable contributions.
Why is DuCAP necessary? In keeping young
people out of trouble, DuCAP plays a vital role in re-establishing a sense
of community and community values, so often neglected in today's fast
pace, highly mobile society.
How can I
become involved with DuCAP? There are various of way people
can become involved with DuCAP. You can become a volunteer, participant,
sponsor, board member or donor. If you want to be a participant in a DuCAP
program, you must reside in a neighborhood that has an established DuCAP
Community Center located within it.
